What are WEA cell phone alerts?
"Wireless Emergency Alerts (WEA) are emergency messages, usually less than 90 characters, that are sent directly to your phone by authorized government alerting authorities through your mobile carrier."

The WEA system works by monitoring weather reports all over the country and cross referencing those reports with the cell phone towers that are located in the dangerous areas. The system then sends out a text message to anyone pinging off those towers.
